They are not legal. You have to have a receipt says what body of water your fishing.
If you don't have a bait receipt for the body of water your fishing everything in the lake dies.

you'd be correct, Treedude... they are for worms ( and grubs, mealworms, etc), not minnows. they are popular in NJ. The sad thing is that there are so few "bait shops" around anymore ( thanks Wally Mart, Cabelas, etc).
gee...wonder if it's apparent that I used to be a tackle shop owner. haha
