I have noticed this year that the current direction seems to be shifting a lot and water clarity has been down or dirty for this time of year. Lets not also forget that these salmon like other things then just bait fish and with the constant influx of water there could also be more of the other type food sources available not forcing them to have to rely on bait fish so much as would be the case in more normal weather pattern years. Kind of hard to match as far as spoons and plugs. Perhaps the fly/dodger combos would produce better in these conditions? Current lines and breaks as well as temp breaks cause debrie lines and who knows what kind of little morsels of food could be there for the fish.
